NATIONAL AFFAIRS:
1) Government postpones Dearness Allowance increment till July 2021 for employees and retired people:
सरकार ने कर्मचारियों और सेवानिवृत्त लोगों के लिए जुलाई 2021 तक महंगाई भत्ता वृद्धि को स्थगित कर दिया है।
Because of the COVID-19 emergency, the central government has set the increase in Dearness Allowance to Government Employees and Dearness Relief to Pensioners on hold until July 2021 and as indicated by the official notification, government employees and pensioners will keep on getting the DA and DR at the present rate of 17 percent of the basic pay/pension.

3) Punishment expanded to 7 years in jail for any maltreatment against healthcare employees:

The accused may face imprisonment ranging from 6 months to 7 years on the account of offensive injury to the health workers. On April 23, 2020, President Ram Nath Kovind gave his consent to the declaration of another Ordinance aimed at amending the Epidemic Disease Act 1897 to guarantee the protection of human services laborers where the Union Cabinet had affirmed the Order on April 22.

4) MSMEs to obtain SIDBI liquidity support system:

5) Border Roads Organization develops Permanent bridge on Ravi river:

Border Roads Organization has established another permanent bridge on the Ravi River that links Kasowal Enclave in Punjab with the rest of the nation which was opened on 22 April as the bridge was finished before schedule and opened to ranchers and farmers.

7) ARI scientists build micro-reactors that produce standardized nano-particulate sizes:

Researchers from the Agharkar Research Institute have built a micro-reactor capable of creating huge amounts of uniform size of nano-particles because creating a uniform size of nano-particles has been an issue faced by the biomedical field and this revelation would serve in as a significant prerequisite in biomedical innovation.

8) Karnataka introduced Apthamitra helpline and coronavirus-fighting application:

On 22 April, the Karnataka State government propelled the “Apthamitra” helpline with the objective of enabling individuals in the state’s battle against coronavirus initiated by Chief Minister B S Yediyurappa and established by the system, and the site is operated by the Department of Health and Family Welfare and State Disaster Management.

10) Bureau affirms Rs.15,000 crore for India COVID-19 Emergency Response:

2) A series of online dialogs with students started by UNODC:

In India, the United Nations Office on Drugs and Crimes (UNODC) has initiated a “Lockdown Learners’ arrangement of online dialogs with students and instructors,” which incorporates COVID-19 and its effect on Sustainable Development Goals (SDG), stability and the standard of law. The dialogs were initiated by the United Nations body under its flagship “Education for Justice” initiative with the goal of educating students about distraught gatherings’ issues and developing issues, for example, cybercrime, disinformation, sexual orientation based maltreatment, inequality, debasement among others.

5) Lebanon became the first Arab country to allow the cultivation of Marijuana:

1) The IIT-Roorkee professor created COVID-19 recognition program within 5 seconds:
IIT – रुड़की के प्रोफेसर ने 5 सेकंड के भीतर COVID-19 का पता लगाने के लिए सॉफ्टवेयर विकसित किया:
Kamal Jain, an IIT-Roorkee educator, professed to have built up a program that could help diagnose COVID-19 in five seconds, utilizing the speculated patient’s X-ray scan. The software will tell if the associated patient shows any symptoms with pneumonia and whether it is expected to COVID-19 or some other microscopic organisms.
आईआईटी–रुड़की के एक प्रोफेसर, कमल जैन ने एक सॉफ्टवेयर विकसित करने का दावा किया है, जो संदिग्ध रोगी के एक्स–रे स्कैन का उपयोग करके पांच सेकंड के भीतर सीओवीआईडी -19 का पता लगाने में मदद कर सकता है। सॉफ्टवेयर यह बताने में सक्षम होगा कि क्या संदिग्ध रोगी निमोनिया के किसी भी लक्षण को दर्शाता है और क्या यह COVID-19 या किसी अन्य बैक्टीरिया के कारण है।

5) Alternative Academic Calendar for the upper primary stage was introduced by Union HRD Minister:

Union Minister for Human Resource Development Ramesh Pokhriyal ‘Nishank’ published an elective scholastic schedule at the upper primary stage (Classes VI to VIII) on 23 April and the schedules were made by the NCERT under the direction of the MHRD. The step by the government is to engage students meaningfully during their stay at home due to the COVID-19 pandemic, through educational activities at home with the aid of their parents and teacher.
केंद्रीय मानव संसाधन विकास मंत्री रमेश पोखरियाल ‘ निशंक ’ने 23 अप्रैल को उच्च प्राथमिक चरण (कक्षा छठी से आठवीं) में वैकल्पिक शैक्षणिक कैलेंडर जारी किया। कैलेंडर MHRD के मार्गदर्शन में NCERT द्वारा विकसित किए गए थे। सरकार द्वारा उठाया गया कदम अपने माता-पिता और शिक्षक की मदद से घर पर शैक्षिक गतिविधियों के माध्यम से COVID-19 महामारी के कारण घर पर रहने के दौरान छात्रों को सार्थक रूप से संलग्न करना है।
6) Scientist designs virucidal coatings to prevent the transmission of COVID:

Scientists from the Faridabad Regional Center for Biotechnology (RCB) have started an exploration on virucidal coatings intended to forestall COVID-19 transmission where the research is conducted in a joint effort with the Translational Health Science and Technology Institute (THSTI) and Textile Technology Department, Indian Institute of Technology, Delhi.

7) The National Day of Panchayati Raj is celebrated on April 24:

The National Panchayati Raj Day is seen on 24 April in India where Prime Minister Narendra Modi addressed the nationwide town of Panchayats to mark the National Panchayati Raj Day, as on this day the Constitution of India recognised Panchayats as the ‘Organizations of self-government’ that marked the passage of the Constitution Act (73rd Amendment) 1992 with impact from 24 April 1993.

9) DST produces antiviral nano-coatings to render medical masks with a triple layer and respirator N-95:
