Special examination allowed when possible for students who do not appear in final year examination- UGC

    The Supreme Court is scheduled to hear the final year/semester examinations of universities today. In the July 27, 2020 hearing, the Supreme Court issued a notice to the UGC for filing replies on the petitions filed against the final year examinations. At the same time, the UGC in its reply has told the Supreme Court that in view of the future of the students, a notification has been issued to conduct final year examinations in universities and colleges across the country.

    The Commission says that the final year is very important for the students, depending on the outcome of which the future of the students depends. Therefore in the final year results cannot be declared without examination. The UGC has filed an affidavit in the court stating that the purpose of issuing notification for conducting final year examinations by September 30 is to prevent students from further delays in their studies.

    Citing the University Grants Commission Act, the UGC has stated that they have the right to make policy decisions regarding higher education of students. Under this, he has issued a notification for the final year examinations by September 30, looking at the future of the students. At the same time, the UGC has informed the Supreme Court that it has allowed universities to conduct ‘special examinations’ when possible for students who do not appear for the term-end examination in September.

    Explain that the UGC in its guidelines had asked all universities to compulsorily conduct term-end (final year and semester) examination by the end of September. At the same time, several states including Maharashtra and Delhi had opposed the move and issued a directive that state-run universities would not conduct term-end exams. The UGC said that states like Maharashtra and Delhi’s decision to award degrees without conducting examinations is clearly against the UGC guidelines.

    Significantly, the petition has been filed in the Supreme Court by the students of many universities across the country. In which the revised guidelines issued by the UGC have been demanded to be canceled. The case is scheduled for hearing in the Supreme Court today. Let us know that in its revised guidelines UGC has asked all the universities of the country to conduct final year or final semester examinations till September.
